Definition	Every `figure` element must contain exactly one `figcaption` element.
Purpose	`figure` elements are like images, and the `figcaption` is the way to provide the figure with an accessible name. Multiple `figcaption` elements contained in the same `figure` may result in the improper calculation of labels for assistive technologies. The `figure` element without a corresponding `figcaption` can be used as a generic container with any `role`, but it is a best practice to use the `section` or `div` elements instead, and reserve the `figure`/`figcaption` elements for charts, graphs, or other composite images.
